সরকারী চাকুরির আওতায় কোন অফিসার,তিনি যেই ব্যাপারে ব্যক্তিগতভাবে আগ্রহী নহেন,তাহার পদমর্যাদার সঙ্গে জড়িত এমন কোন বিষয়ে কোন দরখাস্ত পেশ করিতে পারেন না।তবে কিছু ব্যক্তি যদি তাহাদের দরখাস্ত পেশ করিতে অসমর্থ হয় তাহা হইলে তিনি তাহাদের প্রতিনিধি হিসাবে তাহা করিতে পারেন।এই প্রবিধানে ব্যক্তিগত সার্থ বলিতে পরোক্ষ ব্যাপার বুঝান হইয়াছে। 890.
