(a) If it is necessary to secure the attendance of a person accused of a non-extraditable offence who has taken refuge in an Indian State included in the Eastern States Agency, the trial court should be moved to issue a letter of request through the Resident to Durbar concerned asking them to procure the attendance of the offender (vide Bengal Government order Nos. 4225-4254P., dated 12th April 1938).
